I have a proof too
When we was on bowser castle wii, I had a blue shell, and we had top 2, then I listen that Evoke and Shy ( I think ) got blue shelled, when I still had a blue shell as item :S
I asked someone about this problem, they said it isn't possible, to have 2 blue shells in the same moment, so they hack of course >_<
